I recall seeing the NTIA Redbook available in book form from the  
Government Printing Office for quite a while before appearing on the  
Internet, so it's been around for a while.

You might be thinking of the Government Master File (GMF) which has  
all the NTIA federal frequencies and who is using them where. That is  
indeed only available to government and those with requirements to  
have access.
