Yes, I should think so. Although the only stuff near me is just river stage telemetry every so often. I've never heard voice in the 400-406 range.

Until recently I assumed that this was one of the 6 MHz wide TV channels.
If I am close to something can a regular FM scanner hear these signals?

Mostly satellite uplinks. There have been recent reports of portable
government repeater inputs temporarily in this segment also, but mostly
uplinks.
