My notes from the RNC in St. Paul:
P25 Encrypted and P25 Clear;
NAC=653;
w/171.6125 (Interop Ch).
"Skywalker", "Chicago Viper" 1, 2.
With all of the interconnected skywalks in St. Paul, this may have been a special detail from Chicago working the with dogs,etc. on them.
If you have a newer scanner that can read the NAC code, that could isolate the user a little bit better.
NAC167 is often FBI.
NAC653 seems to often be on the "Interoperatability" fed channels.
My experience is that 170.625 is usually FBI.
Also, if straight FBI, encryption may be DES, not P25. Although many FBI offices are now moving to P25. I don't think Customs has used DES much.

Bill, Thanks for the information. The frequency apparently is used by
both agencies. It has been ID'd as FBI in Chicago, NYC, Pittsburgh,
Minneapolis, Las Vegas, and Honolulu. In NYC it was ID'd as FBI
channel
C-7 / C-8.
It has been ID'd as CBP in MAINE, San Francisco, Southern Arizona, and
now the rest of New England.
The frequency was also used at the Republican National Convention
(user unknown).
