Are you seeing this on Forest Service or NIFC documents? Those are the documents I have seen this phrase on recently.
Looking through documents on the GACC wesbsites, I came across a few maps listing air-ground coordination freqs for 2009 wildfire work out west.

I have a document that I found on a federal website that says - 'For Official Use Only - contains info that is Sensitive But Unclassified (SBU) - not releaseable under Freedom of Info Act'.
A search at Wikipedia suggests that this type of classification is controversial. I am wondering if there any penalties if I put it on the Internet. It is a 2009 map with radio freqs. There are no telephone numbers or email addresses on the document - or anything else that looks problematic to my eye.
I found a different document from Alaska this morning. It also has maps and radio freqs - but no SBU designation. This 2nd document does have telephone numbers and email addresses that 'I' would not want to put on the Net.
