Just because a frequency is assigned to a certain agency does not mean that is who is using it at the time. 

I have seen USPS use FBI frequencies.   Customs using IRS frequencies. They dont follow any rules. 

So let the man confirm the actual agency that is using it VS you telling us who is assigned to it.

The frequencies are definitely Federal Protective Service in Region 5,  
which is the Upper Midwest. The same pair is used in other cities.  
They may not have switched to P-25 digital yet...
