Generally a contractor is provided radio equipment that will operate on the 
appropriate federal frequencies for the agency they are supporting.   The 
reason for this is the contract manager (if it is a GSA type building 
security) can monitor the activities and a common dispatch center is 
utilized whether it is contractor security or federal employee providing 
security.
