Don't forget that the FAA is part of the Department of Transportation  
and they have been moving towards P-25 for their land-mobile networks  
for a while now.

As for the Department of Education, as with most federal agencies,  
they have an Office of Inspector General that most likely has some  
investigative operations that might require surveillance or other  
communications.
