Seemingly coinciding with a two-day visit from the Russian president, two freqs in the San Francisco area had what seemed to be continuous data channels of some sort. From what I can tell, the following freqs were active for fewer than three days.

168.5750
169.8000

Checking out a digital signal samples site, the signals sounded like they were possibly TETRA although not an exact match in audio characteristics.

Next stop for the Russian prez is a visit to the Washington DC area before heading to Toronto. Anyone in these areas may want to try plugging in the above freqs or searching for other data channels that are fairly new.
