Didnt see anyone with Icoms last time I was there at TIA which was 3 weeks ago. Unless this was done very recently...Everyone had XTS 5000s including the screeners...
Can confirm the same at
Same with Chatt, and Knoxville, TN airports.

TSA has issued Icom portables running narrowband analog voice with voice inversion to the underlings, as a move to cut costs versus issuing XTS5000s to everyone. The supervisors retain the XTS5000s, still running P25.

Two of your frequencies are incorrect on the info.
172.15 is a well known TSA frequency and in Tampa they use mix mode analog/P25 with XTS 5000 radios. I seriously doubt they are using voice inversion with P25. Last time I was there {last month} they were in the clear on both. No inversion used.
163.3625 is the VA Hospital and has been on that frequency for at least 10 years that I know of.
