Inversion Encryption is out there, been out for over a year now.
Some airports use it heavily, others on at certain terminals
Icom is the flavor used.
Nice finds!

Two of your frequencies are incorrect on the info.
172.15 is a well known TSA frequency and in Tampa they use mix mode analog/P25 with XTS 5000 radios. I seriously doubt they are using voice inversion with P25. Last time I was there {last month} they were in the clear on both. No inversion used.
163.3625 is the VA Hospital and has been on that frequency for at least 10 years that I know of.
