[FedCom] DOJ LEWC Radio System

The DoJ Law Enforcement Wireless Communications includes all wireless  
used by the DoJ, and the IWN is part of that. The LEWC budget includes  
legacy and conventional systems in use, as well as the expansion of  
the IWN.

The LEWC budget also includes commercial wireless data and phone stuff  
as well...
