6th & Arch Streets is the location of the U.S. Federal Courthouse and  
Annex in Philly, which houses numerous federal law-enforcement  
agencies and is used as a staging area from which various ops are  
launched and coordinated.

Since POTUS was in Philly that day, the monitored agency may have been  
providing support of some kind.

There's an unusual-looking hexagonal blue sky camo-colored antenna  
atop the roof of that building that's visible at some angles from the  
ground.  Any ideas what it's used for?
