It's odd that 167.7875 would get pressed into service for such activity since that, using NAC 653, is half of the Metro Area Interop Program pair for New York (the other half being 414.750R, NAC 482).  With all the other repeaters available around here, I wonder why that one was picked.  

172.475R is the Federal Bureau of Investigations's New York FO B3 channel (B4 when used in simplex).
