Hey Radioscan, that's an interesting one...

The frequency is a Department of Justice allocation that is used at a  
number of federal prison facilities as part of their trunked systems.  
It's a Department of Energy allocation as well.

Any further information as to what was going on and a P-25 NAC would  
help. Keep listening!
