[FedCom] New federal frequencies in Houston

Marshals service uses several freqs in this range in Kans. City with NAC of 293.  Check for input of 163.8125 or 163.2.

Almost all of the activity on these was between 1:00 AM and Noon on
12/12.  It was all encrypted.  I got one hit on 170.2625 NAC 293 on
each of 12/9 and 12/11 also.
