[FedCom] VHF Activity In D.C

Interesting, I would have thought they would have at a minimum been digital, 
if not encrypted.  Like I said I found of course a lot of encrypted 
activity, but most of the coms that are federal related on VHF have been 
analogue, and that is not just in D.C.
