[FedCom] 400MHz bandpaln

Thanks Chris, I've been trying to get all the Hydra frequencies on the 
new Coast Guard Cutters in Alameda.  So for it looks like their inputs 
are in the 390 band & outputs in the 385 band & I don't thing they are 
using the 10 Mhz split.  More to follow.
