[FedCom] Houston CBP Nets changed

165.2375 [100.0] CBP Ch. A2 Net-1 Houston repeater was taken down on 8/20
and replaced with a new digital repeater.
165.6875 [100.0] CBP Ch. A8 Net-4 Seaport repeater was taken down on 8/22
and replaced with a new digital repeater.
164.6 [100.0] CBP Net-5 does not appear to have been replaced yet.
165.2375 [100.0] CBP Net-3 Galveston may have already been replaced earlier
but I can't confirm that.

New channels:
170.125 (dual mode 100.0 or NAC 304) just to keep things confusing, it
appears that this is the new Net-1 replacement
171.6625 (NAC 301) appears to be the Net-4 replacement
