While that frequency is definitely in the ATF radios as TAC-4, it is also a very, very common federal channel. Every agency with VHF radio has it in there somewhere.

If I had to guess, the NAC of $100 makes me think Treasury or some division of the Treasury Department. May be doing protective detail for an official of the department. Just a guess though...
