[FedCom] Houston area federal activity

I think it is some sort of ICE division or special operations unit using this NAC. They seem to be at every Super Bowl I've been to for years, and even had this frequency as an input to a repeater on 170.7875, also an alleged DHS common channel. 

One year they were using NAC $001 on both of those frequencies, but all other years has been NAC $496.
