As I mentioned, the comms were clear and encrypted.  The clear voice was  
calling out locations, as if following a vehicle...shout outs like Xray 4  
has gone left to Vine St. Expressway...Xray 4 last seen near Constitution  
Center..  Was simplex and as I was traveling away from the city, they  
finally dropped off .
