[FedCom] CGA and RRB units on CBP Nets

I heard a new unit working with Charlie-100 on 165.2375 [100.0] CBP
Net-1 Houston today: CGA0260 (Charlie Golf Alpha 0 2 6 0).  He was
running a license plate for registered owner.  Any ideas on this unit
identifier?  I've also heard many times in Houston on various CBP Nets
the unit Texas RRB0027; is this Railroad Retirement Board Office of
Inspector General?
