There have been no Foreign Dignitaries requiring either Secret Service or DoS protection details in the area recently.
My guess is either pirates or an image. All ICE/CBP repeaters in the area are P-25 at this time. I have received this repeater in the last couple of weeks with the $301 NAC .
The Boston DoS protection detail operates on 409.5250 $293, along with an unknown simplex Agent to Agent channel. 99.9% of all protection details operate in the clear, with English language.

In the "Men In Black" movie, Tommy Lee Jones checks the tip sheets
(National Enquirer). The original poster or someone who knows the area
well might want to check the newspapers, bloggers, Indymedia, etc.

this is a well known CBP freq. and not a Standard DSS agent Frequ. the logical
assumption is to say CBP lent the radios.
