Is all of the FBI encrypted? The reason I ask, is back in Detroit I heard what sounded like surveillance on the federal band and it was analog believe it or not. All of the digital stuff I've heard in that area is encrypted though. I haven't caught much in either of the VHF and UHF federal bands here in Rochester New York though.
