The USAF put out a solicitation for a GSM range for deployment at Elgin AFB in Florida. However, the request is that the setup be "portable". (Portable is a relative term. A hummer is portable if you own a C-5.)

I suspect the fed and DoD have been hacking wireless services for years, but it is kind of "tacky" using non-approved devices on public networks, let alone hacking them. So it makes sense to have a test network to hack.
