[FedCom] Data burst on CBP frequencies

I have heard these in the Kansas City area for a couple of years on 165.0875, but I don't know the agency. Occasionally there are longer bursts but no digital decode. I sort of figured they are automatic vehicle location transmissions.

I am located in Buffalo NY and have been listening to federal stuff
fulltime now for the past 6 months with a few dedicated radios. I have
noticed something on the local CBP channels that I can best describe as
data burts about every ten minutes. They have no pl or nac on them. They
are short burst about 3 seconds in length. I am curious if anyone on the
list is familiar with these systems. The frequecies I get them on are below
163.625-CBP 680 control
163.675-680 also a constant carrier on thi frequency with no pl or nav
either
165.2375-DNET1
