Brandon, the IRS is a subscriber to the CBP nationwide network, but they are just that, a subscriber agency who pays for access to the CBP network. There usage would not dictate the use of any special NAC or PL tone. Yes, IRS allocated radio frequencies can and do use a P25 NAC of $100, but they are not the only agency to do so.
The CBP can and does use all manor of NACs or PL tones on their system, so I think looking at the frequency itself indicates this is CBP Border Patrol and Field Operations, not IRS.
