[FedCom] fedcom in the philadelphia area today

The Pro96 as well as some other GRE made radios use odd fixed steps 
sizes in its different bands so you can't always tune the actual frequency.

This problem is still present in some of their newer digital models as well.
Below are the bands and step sizes as hardcoded by the Pr096 firmware.
