It was just meant to explain why the Pro96 will sometimes round 
frequencies up or down due to its hard coded tuning steps.

It is why 173.9375 was rounded up to 173.940 in your Pro96. 173.9375 
is not a valid frequency in the Pro-96.

That amount of rounding from the true frequency can be enough to 
cause the radio to not decode P25 digital signals.
