[FedCom] 164.550 NAC F7E

Reviewing recordings from the past few weeks and came upon a whole bunch 
of transmissions on 164.550 NAC F7E (had the freq programmed into my 
996XT in NAC search mode) from over the course of two hours the evening 
of 9/27.  All transmissions appear to have been encrypted.  I'm in the 
Chicago suburbs.

Anyone familiar with this freq/NAC combination?  Anyone know of an 
agency that uses this NAC?  I've previously read that commercial 2-ways 
programmed with this NAC on receive will "open up" and pass traffic from 
any NAC.
