[FedCom] Houston area federal activity

I'm going to make a *guess* that this is the TSA VIPR teams.  From
what I can tell it lines up (considering also the reports that this is
active at major national events) but I can't really confirm it yet.  I
had another hit on 163.1125 NAC 496 in Houston on 1/17 where they
where downtown and referenced being "with metro" which would seem to
be a reference to Metro transit police.  It doesn't seem likely that
ICE is doing a lot of work with Metro transit police but not
impossible.  If anyone else has actually logged voice comms on this I
would be very interested in the nature of what you heard and where it
was.
