[FedCom] [HoustonScan] ICE Nat Tac 5?

In Buffalo Sector (680) Hotel units is a local callsign for units out of
headquarters. For example I have heard two radio tech units use the Hotel
Callsign when talking to 680 (Buffalo) but when they call to Charlie 100
they use NY Charlie XXXX numbers.
