[FedCom] majority of digital communications encrypted?

Hi everyone, I've seen quite a few threads on here logging digital communications that are APCO-25 conventional.  I've noticed a couple of things when reading through data bases, and that is that a lot of these services stick to just a few common NACS.  Also, I've observed that a majority of the digital transmitions I've run across both in Detroit and in Western NY are encrypted.  Is this the case in the rest of the country, and if anything is heard in the clear what has been heard?
