[FedCom] majority of digital communications encrypted?

As most of us already know, there are certainly differences from one area to
another where fed comm encryption is concerned.

I recently moved from the Boston area to western North Carolina and there is
a HUGE difference in the quantity of encrypted comms.

Up around Boston the fed monitoring was great with a LOT of unencrypted
P-25, but down here it's 99.9 percent encrypted. I was rather shocked just a
few days ago to hear some P-25 in-the-clear comms from one of the fed
repeaters. It didn't last that long but it was nice change from seeing "ENC"
on the scanner display all the time.

What probably does not help is that I am currently in a very bad location
for monitoring which limits what I can receive, but my experience so far
indicates that the fed monitoring around here is nowhere as good as it is in
the Boston area.
