[FedCom] Bad news for the limited communications heard in Rochester.

It's actually 50/50 here as to whether they are encrypted or not. They
have a a radio network that spans the entire US/Canadian border. I have
heard units drive all the way from Albany to Buffalo and be in
communication with 680.
