Jeff,

In most cases, Social Security offices are covered by the Federal Protective Service (FPS), or have contract security that is operating under FPS. The FPS is mostly all APCO P-25 UHF, but in some cases they are still analog. And encryption on the P25 channels has definitely increased over the last few years.
