243.0(and 121.500) are considered "guard" CHs, in that aircraft should 
monitor them full time, for various reasons, including distress calls, 
but also for safety reasons(similar to CH16 marine). If I recall, there 
was an FAA directive about this, shortly following 9/11,. Most likely 
the aircraft was also announcing this on 121.500 as well, either 
simulcasting or in a separate tx.    Steve  WA1YKL
