[FedCom] unknown federal Motorola TRS in Knoxville

HI all, over the holiday I was in Knoxville visiting family and I happened
to do a search on 406 MHz and came across a trumked system.  It is a
Motorola system, and I had heard it before, but most of the activity on it
was encrypted.  I don't know oof any federal prison or anything like that,
but was just wondering if anyone had more information?
