Users vary in each area.

In Maine it's one of the State Frequencies.
Other areas FBI with USM sharing

Hi all, today I found a video on youtube of someone in New York City who had
recorded some activity on 167.7875. The activity was mainly federal
government agencies checking in with one another, and that frequency has
sounded familiar. Surprisingly, a majority of the checkins were in the
clear with I think one that may have been encrypted. As I have posted
before I am in Rochester, New York which is across the state, but just for
fun I programmed in that frequency to my BCD436. I do know that there are
some federal activities using digital from when I was at the social security
office a year ago and heard some there.
