[FedCom] Shutdown and NORAD Santa Track

I'm game. Based on what I'm hearing, Raleigh NC is on the most common CSO
1/2/10. I live within 2 miles of the Courthouse, and despite hours of
searching/logging I've yet to find any input frequency. Might need to go
sit across the street and listen, but that's more a summer project.
Anyone else want to contribute to the search?
