I did hear what was obvious training on FBI freqs. But not in decades. IIRC, it was simplex. They were on Mt. Tamalpais.
To this day I remember one part of the conversation. There was a need for someone from the park to open a gate. But if that person could not be found, the combination is day month year or something like that. We'll at least the combo is changed daily.
Yesterday I noticed a lock in a park left in the unlocked state. Four digits combo type with thumbwheels. Yeah you guessed it: 2018

When I worked with ( not for ) the FBI years ago they went 100%
encrypted and it was always a panic at the first of the month to update
every radio. This was in the mid 1980's if I remember correctly. I
believe they were the first federal agency to go 100%.
