[FedCom] 169.5125 [127.3] for Galveston area disaster drill

169.5125 [127.3] was reported during Hurricane Harvey in Houston but
unidentified. It was active again on June 12 for a large scale Texas Task
Force 1 and National Guard disaster drill in the Galveston area. The
frequency was used by the DPS "Spectre 219" (N219TX) aircraft acting as an
airborne command post coordinating assets for the drill with the ground
command post. Based on the freq, usage, and 127.3 CTCSS this seems to a
National Guard frequency in Texas.
Other frequencies used include:

36.9
123.45 "Fingers" appeared to be primary air coordination freq
151.1375
154.28 (or 154.2875)
156.2175 NAC 162 DPS Air
There was probably a lot more in use but I could only hear the higher
altitude aircraft from a distance. The drill included 26 fixed-wing and
rotary aircraft including those from Texas DPS, National Guard, Texas Game
Wardens, Houston Police, and Coast Guard.
