I'm also in the Philadelphia area.  Speaking of encryption, the FBI 
operates a 2M P25 amateur repeater in Philadelphia that uses 
encryption.  A FBI employee who's a ham told me about it.  I forget 
the frequency, but can find out.  I just though it's interesting.  He 
told me the key isn't very hard to guess.
