Yes, encryption on amateur radio is illegal if one of us does 
it.  The FBI personnel who built the 2M encrypted repeater system 
(one of whom is a friend) found a legal loophole.  Do you really 
believe the FCC will issue a NAL against FBI?  The repeater is rarely 
used.  They had some money and gear left over and decided to put it 
up.  No joke.
