So what is the Frequency for those of us who visit Phi and want to use the
Repeater

Yes, encryption on amateur radio is illegal if one of us does it.  The FBI
personnel who built the 2M encrypted repeater system (one of whom is a
friend) found a legal loophole.  Do you really believe the FCC will issue a
NAL against FBI?  The repeater is rarely used.  They had some money and gear
left over and decided to put it up.  No joke.
