Operated by a Federal agency, not under FCC control, and unknown to 
almost everyone, so makes sense that a few random amateur radio clubs 
wouldn't be putting it into any niche publication for nation-wide 
distribution...

I remember hearing DEA and FBI simplex surveillance nets on 2m around 
Palmdale California in the early 90's.  There WAS a few references to it 
in some of the BBS's, e-mail reflectors, and publications, so not 
entirely unheard of.
