Yea, any amateur radio hearing a repeater that wasn't coordinated, etc 
would take strong interest in it and with the radios capable of decoding 
P25, DMR, etc, IF it was encrypted there would be a fox hunting party 
going on and definitely some discussion traffic on various groups.

Frankly I'm pretty skeptical that this system is still being utilized!!
