Moto radios ship with single-key AES at no cost these days for interop requirements (their software-only, proprietary ADP got them in dutch with DHS). If you don't need multiple keys, aren't running a KMF, etc., implementing single-key crypto is as simple as entering the key into CPS.
Now, do USG requirements render this option untenable and require the high-dollar hardware multikey options, a KMF, periodic rekeying, etc.? That wouldn't be shocking. But making it happen technically isn't hard.

Hey Jeff, you would think everything would be encrypted but it's not. In fact, I had to lock out a couple of in-the-clear security groups. The encrypted radios are probably not cheap to purchase\operate\maintain so they most likely only encrypt what they deem extremely necessary. (just guessing here)
