[FedCom] Federal prisons and detention centers

Most of the traffic on the FBOP system will be on weekdays, "Work Call" in
the mornings, meal times and routine traffic in various departments during
the day. Weekends are a little on the lean side, but the meals, recall back
to the housing units and some misc traffic such as people going to/from
visits should be there. Milan is a fairly big institution with 1300 or so
people there, so it should be an active system until after 9 or 10 at
night. If there is a celebrity staying as a guest, you might hear
"celebrity on the compound" when he/she is moving about if the compound is
closed. Kind of a joke among the guards. When count clears, especially the
two important "national counts" that gets reported to DC, you might hear
"count is clear, xxx souls on board.. I guess that depends on the
institution and discipline there. Some institutions will make an
announcement "Wardens onboard" when the Warden walks through the front
door. More or less a thing to make sure nobody is slacking off.
