Yes, they are also known as Houston Command and Houston Patch. While there
is occasional fed interop usage, in general they are just extra FBI
repeaters and most frequently referred to by their local FBI channel
numbers L1 and L2. When these originally came online there was a weekly net
with local and federal LE agencies but that hasn't existed for probably
over a decade now.
